UN Council Backs Trump's Gaza Proposal
The UN Security Council has voted to endorse a plan put forward by the US president for securing a durable ceasefire in Gaza, encompassing the introduction of an international stabilisation force and a eventual route to a independent Palestine.
Widespread Backing with Key Abstentions
This measure was approved by a vote of thirteen supporting, with both China and Russia choosing not to vote. Washington's diplomat the American delegate told the international body that it charted “a new course in the Middle East for Israelis and Palestinians and all the people of the territory alike”.
Negotiated Wording on Sovereignty
Addition of mentions to an self-governing Palestine was the price the America paid for backing from the Muslim nations, who are expected to supply peacekeepers for the multinational unit.
“The transitional arrangements that we embark on today must be implemented in adhering to international law and upholding Palestinian rights,” James Kariuki stated.
Israeli Resistance Continues
Nonetheless, on the verge of the UN vote, PM Netanyahu reaffirmed his government’s firm resistance to the formation of a independent Palestinian entity, raising questions on whether Israel will allow the enactment of the Council-backed plan.
Key Provisions of the Measure
- Prompt removal of remaining curbs on relief supplies into Gaza
- Formation of an international stabilisation force
- Steps toward reconstruction and a possible “avenue to Palestinian self-determination and sovereignty”
Vague Phrasing and Conditions
The reference to independence was a balanced insertion to an original American proposal which omitted it. But the wording is vague and contingent, declaring only that once the Palestinian leadership has reformed itself and the restoration of the strip is progressing, “the conditions may eventually be in place for a feasible course to Palestinian sovereignty and sovereignty.”
International Reaction
The wording did not meet of the strong guarantee to the building of a sovereign Palestine beside Israel requested by Arab and Islamic states, as well as EU representatives, but in speeches to the council after the approval, envoys from those states said they were willing to endorse the compromise in the service of prolonging the present ceasefire and swift steps to feed and protect the 2.2 million Palestinians in the strip.
“We has eventually decided to endorse of this text, a text that we support its core objective, namely the maintenance of the truce and the formation of circumstances allowing the Palestinian population to assert their fundamental rights to independence and statehood,” the Algerian envoy declared.
Execution Hurdles
The resolution gives overall oversight authority to a “stabilisation committee” chaired by Trump, but of unspecified participants. This committee has to report to the international body but it is not bound by the preferences of the United Nations or by the PA.
It also calls for the creation of a Palestinian technocratic committee that is supposed to run day-to-day governance of the territory and the provision of utilities, but it is highly uncertain who would participate.
Peacekeeping Unit Authority
The authority of the global force empowers it to neutralize and disband armed groups in Gaza, but it is highly uncertain that possible sending countries would be willing to confront such groups. None of the states has yet pledged to contributing forces.
Additionally the criteria for reform of the Palestinian Authority, the precondition towards moves to a sovereign Palestinian, have been vague.
European diplomats said they deemed it necessary that the identities of the Palestinian technocratic committee to deliver services was settled as without delay.
